Article 29

The organs of ASI are:
  • The Congress of ASI;
  • The Plenary Meeting of ASI;
  • The Secretariat of ASI;
  • The Congress of the Regional Confederation;
  • The Secretariat of the Regional Confederation;
  • The Congress of the Local Group;
  • The Secretariat of the Local Group;
  • The Congress of the Profession Union;
  • The Plenary Meeting of the Profession Union;
  • The Secretariat of the Profession Union;
  • The Congress of the Network of the Profession Unions;
  • The Secretariat of the Network of the Profession Unions;
  • The Secretariat of the District Group;
  • The Congress of the Network of Unions;
  • The Secretariat of the Network of Union;
  • The Secretariat of the Syndicate of Enterprise.

The Congress of ASI
Article 30

  • The Congress of ASI is the organ of the Confederation where the decisions about the policy of the global organization are made;
  • The Regular Congress of ASI is held once a year;
  • The Extraordinary Congress of ASI is held by request, submitted to the Secretariat of ASI, by one third of Profession Unions, Local Groups in the places without formed unions or District Groups constituent of the Confederation;
  • The decision about the date, the place, the agenda and the number of the delegates of the Congress of ASI is upon the Secretariat of ASI to make, with the assistance of the Local Group delegated to organize the Congress on the previous plenary meeting, at least 90 days before the beginning of the session of the Congress of ASI.
  • The Congress of ASI consists of delegates from all Profession Unions, District and Local Groups without formed unions;
  • Each delegate disposes of only one vote in the course of the session of the Congress of ASI.

Article 31

Competence of the Congress of ASI:
  • issues the Statute of ASI, as well as all amendments and supplements to it;
  • verifies mandates of the delegates constituent of the Congress of ASI;
  • establishes the agenda of its session according to the proposition of the Secretariat of ASI;
  • determines and elects the working bodies of Congress of ASI;
  • elects the Local Group to perform the function of the Secretariat in the following period;
  • elects the Local Group to organize next Plenary Meeting of ASI;
  • determines the amount of the union fee and the pattern of its distribution;
  • examines the submitted report on the working of the Secretariat of ASI and other bodies of the organization, and gives the detailed assessment of their work;
  • makes the decision which concern the policy of the organization;
  • makes the decisions which concern the international policy of the organization;
  • makes the decisions about the formation of the particular bodies of ASI and elects the Local Group to perform its function, such as the Center for the Libertarian Studies, the Council of Education, the Editorial Collective of the bulletin of propaganda mentioned in the paragraphs of the article 19 «The Direct Action» (Direktna Akcija), etc.;
  • verifies annual reports of its specialized bodies;
  • decides the formation of its specialized funds and cooperatives;
  • decides about the necessity of launching the particular courses within the organization that the Council of Education undertakes to realize.;
  • makes all other decisions concerning the work of ASI.

The Plenary Meeting of ASI
Article 32

  • The Plenary Meeting of ASI is the organ of the Confederation where the decisions concerning the union practice of the organization are made;
  • The Regular Plenary Meeting is held once every year, if possible after six months are expired from the last Congress of ASI.
  • The Extraordinary Plenary Meeting is held at request, submitted to the Secretariat of ASI, on the behalf of the one third of the Regional Confederations of ASI;
  • The decision about the date, the place, the agenda and the number of the delegates of the Plenary Meeting is upon the Secretariat to make, with assistance of the Local Group delegated to organize the Plenary Meeting by the previous Congress of ASI, at least 120 days before the beginning of the Plenary Meeting of ASI;
  • The Plenary Meeting of ASI consists of the delegates from all Regional Confederations;
  • Each delegate disposes of only one vote in the course of the session of the Plenary Meeting of ASI.

Article 33

Competence of the Plenary Meeting of ASI:
  • elects the Local Group to organize following Congress of ASI according to the suggestion made by the Regional Confederation of ASI;
  • verifies the mandates of the delegates constituent of the Plenary Meeting of ASI;
  • establishes the agenda of its work according to the suggestion of the Secretariat of ASI;
  • establishes and elects the working bodies of the Plenary Meeting of ASI;
  • determines the general union strategy of the organization;
  • determines all the decisions concerning the union practice of the organization;
  • the systematization, the verification and the fomenting of all aspects of work of the organization.

The Secretariat of ASI
Article 34

  • The Secretariat of ASI is the organ of the Confederation and consists of four or more than four members of ASI;
  • The Secretariat of ASI constitute: the General Secretariat (GS), the International Secretariat (IS), the Treasury (T) and the Secretariat for the communication with the medias (SC);
  • The Secretariat of ASI is elected by the Congress of ASI;
  • The individuals charged with performing the functions within ASI can not perform the same function more then three times;
  • The individuals charged with performing the functions with ASI can not perform the same function two time consequently.

Article 35

Competence of the Secretariat of ASI:
  • GS is in charge of coordinating the work of the Regional Confederations of ASI;
  • GS is in charge of issuing, numeration and distribution of the ASI membership cards to the Regional Confederations;
  • GS is in charge of editing and publishing of the internal bulletin of ASI named «Owl», as well as for moderation of all other forms of internal communication going on among the members of ASI (internet mailing list, etc.);
  • GS acquires and distributes the stamps for the Regional Confederations of ASI;
  • GS consists of the individuals in charge of representing, as well as of accounting for the activity of ASI before the organs of the State;
  • GS is responsible for the preparation and the organization of the Congress of ASI and the Plenary Meeting of ASI, assisted with specially delegated Local Groups;
  • GS is in charge of sending the letters of support and solidarity to other organizations of the proletariat when needed;
  • if there are individuals eager to enter into the collaboration with ASI in the places still without the possibility of formation of the structure of our organization GS is responsible for the assignment of the confident from the ranks of ASI for that place;
  • GS is in charge of issuing regular, on weekly basis if possible, analysis of the situation that the proletariat confronts with, both at home and abroad;
  • GS is in charge of the decision about the date, the place, the agenda and the number of the delegates of the Plenary Meeting and Congress of ASI;
  • GS is in charge of assembling and forwarding to the membership the view of the Network of the Profession Unions on the matters concerning the particular profession which are going to be examined more thoroughly by the Congress of ASI;
  • IS is in charge of the maintenance of the communication with international anarchist, anarcho-syndicalist, revolutionary-syndicalist and other like movements and organizations;
  • IS in charge of maintenance of contacts with Regional Confederations of ASI if there is a need for delegates to be sent on various international congresses/conferences/meetings, and is responsible for performing the inevitable procedural formalities in connection with the voyage (organization of the transport, accommodation, regulation of the necessary documents, etc.);
  • IS is in charge of sending the letters of support and solidarity to other anarchist, anarcho-syndicalist, revolutionary-syndicalist organizations in the world when needed;
  • IS is in charge of all other aspects of the coordination of the work of ASI on the international level;
  • T is in charge of collecting the fee from the Regional Confederations of ASI and every other operation with the money paid to the organization, as well as for distributing of the collected means to the bodies and organs of ASI at their request;
  • T is bound to perform the distribution of the collected means according to the decisions of the Congress and the Plenary Meeting of ASI;
  • SC is in charge of issuing of the statements concerning the work of ASI and the general situation in the movement of the proletariat and our class;
  • SC is in charge of all other forms of communication of ASI with the public (internet web-site, etc.);
  • In accordance with the previous paragraph, SC is entitled to assign the internet team to perform the duties in connection with the work of the organization on the internet.

The Congress of Regional Confederation of ASI
Article 36

  • The Congress of Regional Confederation of ASI is the organ of confederation where the view of the Regional Confederation of ASI in connection to the union practice of the organization is made, also, it elects the Secretariat of the Regional Confederation of ASI;
  • The Regular Congress of the Regional Confederation of ASI is held once every year;
  • The Congress of the Regional Confederation of ASI is held at least 30 days before the Plenary Meeting of ASI;
  • The Extraordinary Congress of the Regional Confederation of ASI is held at request submitted to the Secretariat of the Regional Confederation of ASI on the behalf of the one third of the Local and/or District Groups constituent of the Regional Confederation of ASI;
  • The decision about the date, the place, the agenda and the number of the delegates of the Congress of the Regional Confederation of ASI is upon the Secretariat of the Regional Confederation to make with the assistance of the Local and/or District Group delegated to organize the Congress of the Regional Confederation of ASI, at least 60 days before the beginning of the session of the Congress of the Regional Confederation of ASI;
  • The Congress of the Regional Confederation of ASI consists of the delegates from all the District and Local Groups operating within one region;
  • Each delegate disposes of only one vote in the course of the session of the Congress of the Regional Confederation of ASI.

Article 37

Competence of the Congress of the Regional Confederation of ASI:
  • verification of the mandates of the delegates constituent of the Congress of the Regional Confederation of ASI;
  • establishing, according to the suggestion made by the Secretariat of Regional Confederation of ASI, the agenda of its session;
  • establishes and elects the working bodies of the Congress of the Regional Confederation of ASI;
  • the selection of the Local Group to organize, if necessary, the next Congress of ASI;
  • the selection of the Local Group to organize the next Congress of Regional Confederation of ASI;
  • the delegation of the individuals onto the Plenary Meeting of ASI;
  • the formulation of the common views of the Local and Regional Groups, operating on the territory of one district, concerning the union strategies and practice of the organization, in accordance with the agenda of the Congress of ASI and the Congress of the Regional Confederation of ASI formulated on the behalf of the Secretariat of ASI and the Secretariat of Regional Confederation of ASI;
  • examines the report on the work of the Secretariat of Regional Confederation of ASI, as well as on the work of other bodies of the organization operating on the regional level and assesses their performance;
  • elects the Local Group to perform the function of the Secretariat of the Regional Confederation of ASI in the forthcoming period;
  • makes the decision concerning the formation of the special funds and cooperatives;
  • systematization, verification and fomenting of all the aspects of work of the Regional Confederation of ASI;
  • makes all other decisions concerning the work of the Regional Confederation of ASI.

The Secretariat of the Regional Confederation of ASI
Article 38

  • The Secretariat of the Confederation of ASI is the organ of the Confederation which consists of three or more than three members of ASI;
  • The Secretariat of the Regional Confederation of ASI consists of: the Secretariat of the Regional Confederation of ASI (SRC), the Treasury of the Regional Confederation of ASI (TRC), and the Secretariat for the communication with medias of the Regional Confederation of ASI (SCMRC);
  • The Secretariat of the Regional Confederation of ASI is elected by the Congress of the Regional Confederation of ASI;
  • the individuals performing the functions within the Secretariat of the Regional Confederation of ASI can not perform the same function more than three times;
  • the individuals performing the function within the Secretariat of the Regional Confederation of ASI can not perform the same function more then two times consequently.

Article 39

Competence of the Secretariat of the Regional Confederation of ASI:
  • SRC is in charge of coordinating the work of the District and Local Groups of one region;
  • SRC is in charge of editing and publishing of the internal bulletin of the Regional Confederation of ASI, as well as for the moderation of all other aspect of the internal communication going on among the members of the Regional Confederation of ASI (internet mailing list, etc.);
  • SRC is in charge of distributing the membership cards of ASI, obtained from the Secretariat of ASI, to the District and Local Groups of one region;
  • SRC acquires and distributes the stamps of the District and Local Groups of ASI of one region;
  • SRC is in charge of contacting the Local and District Groups of ASI following the request of the IS in the purpose of finding the delegates to be sent on the occasion of various international meetings where the presence of the delegates on the part of ASI is welcomed;
  • SRC is in charge of composing and delivering the regular monthly reports on the activities of ASI in one region submitted to the Secretariat of ASI;
  • SRC consists of the individuals entitled to represent as well as to account for the activity of ASI before the organs of the State;
  • Assisted with the Local Groups specially delegated to do so, SRC is in charge of preparing and organizing the Congress of Regional Confederation of ASI and of the possible Plenary Meetings or the Congresses of ASI;
  • SRC is in charge making a decision about the time, the place, the agenda and the number of the delegates of the Congress of the Regional Confederation of ASI;
  • if there are individuals eager to enter into the collaboration with ASI in the places still without the possibility of formation of the structure of our organization SRC is entitled to assign the confident from the ranks of ASI for that place;
  • TRC is in charge of collecting the fee from the District and Local Groups of one region as well as for every other operation with the money paid to the Treasury of the Regional Confederation of ASI, and distribution of the money to the structures, bodies and organs of ASI of one region at their request;
  • TRC is obliged to perform the distribution of the means in accordance with the decisions of the Congress of ASI, Plenary Meetings of ASI and the Congress of the Regional Confederation of ASI;
  • SCMRC is in charge of issuing the statements concerning the work of the Regional Confederation of ASI;
  • SCMRC is also in charge of all other forms of communication of the Regional Confederation with the public (internet web-site, etc);
  • SCMRC is entitled, according to the previous paragraph, to appoint the internet team to perform the duties which the work of the Regional Confederation on the internet entails.

The Congress of the Local Group of ASI
Article 40

  • The Congress of the Local Group of ASI is the organ of the Confederation where the views of the Local Group concerning the union practice of the organization are made, and where the Secretariat of the Local Group is elected;
  • The Regular Congress of the Local Group is held once every year;
  • The Congress of the Local Group of ASI is held at least 60 days before the Plenary Meeting of ASI;
  • The Extraordinary Congress of the Local Group is held at request submitted to the Secretariat of the Local Group on the behalf of the one third of the Profession Unions constituent of the Local Group;
  • the decision about the time, the place, the agenda and the number of the delegates of the Congress of the Local Group of ASI is made by the Secretariat of the Local Group, with the assistance of the Profession Union specially delegated to organize the Congress of the Local Group of ASI, at least 15 days before the beginning of the session of the Congress of the Local Group of ASI;
  • The Congress of the Local Group of ASI consists of the delegates from all Profession Unions in one place;
  • each delegate disposes of only one vote in the course of the session of the Congress of the Local group of ASI.

Article 41

Competence of the Congress of the Local Group of ASI:
  • verifies the mandates of the delegates of the Congress of the Local Group of ASI;
  • entitles the Profession Union to propose the Local Group to organize following Congress of ASI;
  • entitles the Profession Union to propose the Local Group to perform the function of the particular bodies of ASI, such as the Center for the Libertarian Studies, the Council of Education, the Editorial Collective of the bulletin of propaganda «The Direct Action» (Direktna Akcija), etc.;
  • delegates the individuals to attend the Plenary Meeting of ASI;
  • the selection of the Profession Union to organize, is necessary, next Congress of ASI;
  • the selection of the Profession Union to organize, if necessary, next Plenary Meeting of ASI;
  • the selection of the Profession Union to organize then next Congress of the Local Group of ASI;
  • establishes, according to the proposition of the Secretariat of the Local Group of ASI, the agenda of its work;
  • determines and elects the working bodies of the Congress of the Local Group of ASI;
  • the selection of the Profession Union to perform the function of the Secretariat of the Local Group of ASI in the forthcoming period;
  • formulates the common views of the Profession Unions concerning the union strategy and the practice of the organization in one whole, in accordance with the agenda formulated on the behalf of the Secretariat of ASI, the Secretariat of the Regional Confederation and the Secretariat of the Local Group of ASI;
  • examines the submitted report on the work of the Secretariat of Regional Confederation of ASI and other bodies of the organization and gives the detailed assessment of their work;
  • makes the decision about the formation of its special funds and cooperatives;
  • makes all other decision concerning the activities of ASI in the given place;
  • systematization, verification and fomenting of all aspects of work of the Local Group of ASI;
  • makes all other decisions concerning the work of the Local Group of ASI.

The Secretariat of the Local Group
Article 42

  • The Secretariat of the Local group of ASI is the organ of the Confederation which consists of three or more than three members of ASI;
  • The Secretariat of the Local Group consists of the Secretariat of the local Group (SLG), the Treasury of the Local Group (TLG) and the Secretariat for the communication with the medias of the Local Group (SCMLG);
  • Secretariat of the Local Group is elected by the Congress of the Local Group of ASI;
  • the individuals performing the functions within the Secretariat of the Local Group of ASI can not perform the same function more than three times;
  • the individuals performing the functions within the Secretariat of the Local Group of ASI can not perform the same function more than two times consequently.

Article 43

Competence of the Secretariat of the Local Group:
  • SLG is in charge of coordinating the work of the Profession Unions formed at the Local Group;
  • SLG is in charge of distributing the membership cards of ASI obtained from the Secretariat of the Regional Confederation of ASI, the Profession Unions formed at the Local Group;
  • SLG is in charge of editing and publishing the internal bulletin of the Local Group of ASI, as well as for moderating of all other forms of communication of the membership of the Local Group of ASI (internet mailing lists, etc);
  • SLG acquires and distributes the stamps of the Profession Unions of ASI at the Local Group;
  • SLG is in charge of composing and delivering of the regular monthly reports on the activities of ASI in the given place to the Secretariat of the Regional Confederation of ASI;
  • SLG consists of the individuals in charge of representing, as well as for accounting for the activity of Local Group of ASI before the organs of the State;
  • assisted with the Profession Unions specially delegated to do so, SLG is in charge of preparing and organizing the Congress of Local Group of ASI and of possible Plenary Meetings or the Congresses of ASI;
  • SLG is in charge of contacting the Profession Unions of ASI following the request of the Secretariat of the Regional Confederation of ASI for the purpose of finding the delegates to be sent on the occasion of various international meetings where the presence of the delegates on the part of ASI is welcomed;
  • SLG contacts the Expert clubs, if they are formed, and passes on to the membership their view and opinions on the subjects examined by the Congresses of the Professional Unions of ASI and the Plenary Meetings of the Profession Unions of ASI, at least 60 days before the beginning of the Congress or the Plenary Meeting of the Profession Unions;
  • SLG is in charge of the decision about the date, the place, the agenda and the number of the delegates of the Plenary Meeting and Congress of ASI;
  • TLG is in charge of collecting the fee from the Profession Unions formed at the Local Group as well as for every other operation with the money paid to the Treasury of the Local Group, and the distribution of the money to the bodies and organs of ASI formed at Local Group at their request;
  • TLG is obliged to perform the distribution of the means in accordance with the decisions of the Congress of ASI, Plenary Meetings of ASI and the Congress of the Regional Confederation of ASI as well as the Congress of the Local Group of ASI;
  • SCMLG is in charge of issuing the statements concerning the work of the Regional Confederation of ASI;
- SCMLG is in charge of all other forms of communication of ASI with the public (internet web-site, etc.);
  • SCMLG is entitled, according to the previous paragraph, to appoint the internet team to perform the duties which the activity of the Local Group on the internet entails.

The Congress of the Profession Union
Article 44

  • The Congress of the Profession Union is the organ of the Confederation where the views of the Profession Union concerning the policy of the organization are made, and where the Secretariat of the Profession Union is elected;
  • The Regular Congress of the Profession Union is held once every year;
  • The Congress of the Profession Union is held at least 60 days before the Congress of ASI;
  • The Extraordinary Congress of the Profession Union is held by request, submitted to the Secretariat of the Profession Union by one third of the Enterprise Union, or the organizations mentioned in the 4. paragraph of the article 10 of this Statute constituent of the Profession Union;
  • the decision about the date, the place, the agenda and the number of the delegates of the Congress of the Profession Union is upon the Secretariat of the of Profession Union to make, with assistance of the Enterprise Union delegated to organize the Congress of the Profession Union, at least 25 days before the beginning of the session of the Congress of the Profession Union;
  • The Congress of the Profession Union consists of the delegates from all the Enterprise Unions of the same profession or the organization mentioned in the 4. paragraph of the article 10 of this Statute constituent of the same Local Group.
  • each delegate disposes of only one vote in the course of the session of the Congress of the Profession Union.

Article 45

Competence of the Congress of the Profession Union:
  • makes the suggestion regarding the Statute of ASI, as well as the suggestion regarding changes and supplements to it;
  • verifies the mandates of the delegates of the Congress of the Profession Union of ASI;
  • establishes, according to the proposition of the Secretariat of the Profession Union of ASI, the agenda of its work;
  • establishes and elects the working bodies of the Congress of the Profession Union of ASI;
  • entitles one delegate of the Profession Union to propose on the occasion of the Congress of the Local Group the Local Group to perform the function of the Secretariat of ASI in the forthcoming period;
  • entitles one delegate of the Profession Union to propose on the occasion of the Congress of the Local Group the Local Group to perform the duties of certain special bodies of ASI such as the Center for the Libertarian Studies, the Council of Education, the Editorial Collective of the bulletin of propaganda «The Direct Action» (Direktna Akcija), etc.;
  • establishes the proposal of the amount of the fee and the mode of its distribution;
  • the election of the Enterprise Union or the organization mentioned in the 4. paragraph of the article 10 of this Statute to perform the function of the Secretariat of the Profession Union in the forthcoming period;
  • the election of the Enterprise Union or the organization mentioned in the 4. paragraph of the article 10 of this Statute to perform, if necessary, the function of the Secretariat of the Network of the Profession Unions in the forthcoming period;
  • the election of the of the Enterprise Union or the organization mentioned in the 4. paragraph of the article 10 of this Statute to perform, if necessary, the function of the Secretariat of the Network of Unions in the forthcoming period;
  • elects the delegates attending the Congress of ASI;
  • the selection of the Enterprise Union or the organization mentioned in the 4. paragraph of the article 10 of this Statute to organize, if necessary, the following Plenary Meeting of ASI;
  • the selection of the Enterprise Union or the organization mentioned in the 4. paragraph of the article 10 of this Statute to organize, if necessary, the following Congress of the Network of the Profession Unions of ASI;
  • the selection of the Enterprise Union or the organization mentioned in the 4. paragraph of the article 10 of this Statute to organize, if necessary, the following Congress of the Network of the Unions of ASI;
  • examines the submitted report on the work of the Secretariat of ASI and other bodies of the organization and gives the detailed assessment of their work;
  • makes the decision concerning the policy of the organization;
  • makes the decisions concerning the international policy of the organization;
  • makes the decision about the formation of the sections to serve the particular necessities of the certain portion of the membership of the Profession Union of ASI (women section, section of invalids, section of all those groupings characterized in the present social order as the «minorities», etc.); sections have the advisory role during the process of decision-making concerning the issues of activities of certain section;
  • makes the decision concerning the formation of its special funds and cooperatives;
  • makes the decision concerning the formation of the special funds and cooperatives of ASI;
  • makes the suggestions on the necessity of launching the particular courses within the organization operationalized by Council of Education;
  • makes all other decisions which can be examined at the occasion of the Congress of the Network of the Profession Unions of ASI and the Network of the Unions of ASI;
  • makes all other decisions which can be adopted at the occasion of the Congress of ASI;
  • makes all other decisions concerning the working of the Profession Union of ASI.

The Plenary Meeting of the Profession Union
Article 46

  • The Plenary Meeting of the Profession Union is the organ of the Confederation where the decisions concerning the union practice of the organizations are made;
  • The Regular Plenary Meeting of the Profession Union is held once every year, if possible six month after the last Congress of the Profession Union of ASI is expired;
  • The Extraordinary Plenary Meeting of the Profession Union is held at request submitted to the Secretariat of the Profession Union of ASI, on the behalf of the one third of the Enterprise Union;
  • the decision about the date, the place, the agenda and the number of the delegates of the Plenary Meeting of the Profession Union of ASI is upon the Secretariat of the Profession Union of ASI to make, with the assistance of Enterprise Union delegated to organize the Plenary Meeting of the Profession Union of ASI by the previous Congress session of the Profession Union, at least 90 days before the beginning of the session of the Plenary Meeting of ASI;
  • The Plenary Meeting of the Profession Union of ASI consists of the delegates from all the Enterprise Union and the organizations mentioned in the 4. paragraph of the article 10 of this Statute;
  • each delegate disposes of only one vote in the course of the session of The Plenary Meeting of the Profession Union of ASI.

Article 47

Competence of the Plenary Meeting of the Profession Union:
  • verifies the mandates of the delegates of the Plenary Meeting of the Profession Union of ASI;
  • establishes the agenda of its work according to the suggestion of the Secretariat of Profession Union ASI;
  • establishes and elects the working bodies of the Plenary Meeting of the Profession Union of ASI;
  • elects the delegate to attend the Congress of the Local group of ASI;
  • elects the Enterprise Union to perform, if necessary, the duties of the Secretariat of the Local Group of ASI;
  • suggests the delegates on the part of the Regional Confederation for the Plenary Meeting of ASI;
  • the selection of the Enterprise Union or the organizations mentioned in the 4. paragraph of the article 10 of this Statute to organize, if necessary, the next Congress of ASI;
  • the selection of the Enterprise Union or the organization mentioned in the 4. paragraph of the article 10 of this Statute to organize, if necessary, the next Congress of the Regional Confederation of ASI;
  • the selection of the Enterprise Union or the organization mentioned in the 4. paragraph of the article 10 of this Statute to organize, if necessary, the next Congress of the Local Group of ASI;
  • makes the suggestions on the general union strategy of the organization;
  • makes the decisions concerning all the questions of the union practice of the organisation;
  • examines the report on the work of the Secretariat of the Local Group of ASI and the Secretariat of the Regional Confederation of ASI;
  • suggests systematization, verification and fomenting of all aspects of work of the organization.

The Secretariat of the Profession Union
Article 48

  • The Secretariat of the Profession Union is the organ of the Confederation that consists of the three or more than three members of ASI;
  • The Secretariat of the Profession Union consists of: the Secretariat of the Profession Union (SPU), the Treasury of the Profession Union (TPU) and the Secretariat for the communications with medias of the Profession Union (SCMPU);
  • The Secretariat of the Profession Union is elected by the Congress of the Profession Union of ASI;
  • the individuals performing the functions within the Secretariat of the Profession Union can not perform the same function more than three times;
  • the individuals performing the functions within the Secretariat of the Profession Union can not perform the same function more than two times consequently.

Article 49

Competence of the Secretariat of the Profession Union:
  • SPU is in charge of coordinating the work of the Enterprise Union and the organizations mentioned in the 4. paragraph of the article 10 of this Statute constituent of the Profession Union of ASI;
  • SPU consists of the individuals entitled to represent as well as to account for the activity of Profession Union ASI before the organs of the State;
  • assisted with the Enterprise Union or the organizations mentioned in the 4. paragraph of the article 10 of this Statute delegated to do so, SPU is in charge of preparing and organizing the Congress of Profession Union of ASI;
  • SPU is in charge distributing the membership cards of ASI obtained from the Secretariat of the Local Group of ASI to the Enterprise Union and the organizations mentioned in the 4. paragraph of the article 10 of this Statute which constitute the Profession Union;
  • SPU is in charge of contacting the Enterprises Union and the organizations mentioned in the 4. paragraph of the article 10 of this Statute which constitute the Profession Union at the request of the Secretariat of the Local group of ASI for the purpose of sending the delegates to various international meetings which ASI intends to participate at;
  • SPU is in charge of editing and publishing the internal bulletin of the Profession Union of ASI, as well as of moderating all other forms of the internal communication among the members of the Profession Union of ASI (internet mailing lists, etc.);
  • SPU acquires and distributes the stamps of the Enterprise Unions of ASI and the organizations mentioned in the 4. paragraph of the article 10 of this Statute;
  • SPU is in charge of composing and delivering the regular monthly reports to the Secretariat of the Local Group of ASI on the activities of the Profession Union of ASI ;
  • SPU contacts and formulates the expressed views of the sections of minorities concerning the issues which will be subjects of decision made by the Congress or the Plenary Meeting of the Profession Union of ASI;
  • SPU is in charge of making decision about the date, the place, the agenda and the number of the delegates of the Congress of the Profession Union of ASI;
  • TPU is in charge of collecting the fee from the Enterprise Union of ASI as and for all other handling with the money paid to the Profession Union of ASI, as well as for distributing the money to the bodies and the organs of the Profession Union at their request;
  • TPU is obliged to perform the distribution of the money in accordance with the decisions of the Congress of the Profession Union of ASI;
  • SCMPU is in charge of issuing the statements concerning the work of the Profession Union of ASI;
  • SCMPU is in charge of all other forms of communication of the Profession Union of ASI with the public (internet web-site, etc.);
  • SCMPU is entitled, in accordance with the previous paragraph, to appoint the internet-team to perform the duties in connection the activity of the organization on the internet.

The Congress of the Network of the Profession Unions of ASI
Article 50

  • The Congress of the Network of the Profession Unions of ASI is the organ of the Confederation where the decisions concerning the union practice of the Network of the Profession Unions are made;
  • The Regular Congress of the Network of the Profession Unions of ASI is held once every year;
  • The Extraordinary Congress of the Network of the Profession Unions is held at request submitted to the Secretariat of the Network of the Profession Unions of ASI by one third of the Profession Unions constituting the Network of the Profession Unions;
  • the decision about the date, the place, the agenda and the number of the delegates of the Congress of the Network of the Profession Unions of ASI is upon the Secretariat of the Network of the Profession Unions of ASI to make, with the assistance of the Profession Union delegated to organize the Congress of the Network of the Profession Unions of ASI by the previous Congress of the Network of the Profession Unions of ASI;
  • The Congress of the Network of the Profession Unions of ASI consists of the delegates from all Profession Unions of one Profession;
  • each delegate disposes of only one vote in the course of the session of The Congress of the Network of the Profession Unions of ASI.

Article 51

Competence of the Congress of the Network of the Profession Unions of ASI:
  • verifies the mandates of the delegates of the Congress of the Network of the Profession Unions of ASI;
  • establishes, according to the proposition of the Secretariat of the Network of the Profession Unions of ASI, the agenda of its work;
  • establishes and elects the working bodies of the Congress of the Network of the Profession Unions of ASI;
  • elects the Profession Union to perform the function of the Secretariat of the Network of the Profession Unions of ASI in the forthcoming period;
  • elects the Profession Union to organize the next Congress of the Network of the Profession Unions of ASI;
  • determines the amount of the fee of the Network of the Profession Unions of ASI;
  • makes all other decisions concerning the Network of the Profession Unions of ASI.

The Secretariat of the Network of the Profession Unions of ASI
Article 52

  • The Secretariat of the Network of the Profession Unions of ASI is the organ of the Confederation consisting of three or more than three members of ASI;
  • The Secretariat of the Network of the Profession Unions of ASI consists of: The Secretariat of the Network of the Profession Unions (SNPU), The treasury of the Network of the Profession Unions (TNPU) and the Secretariat of the communication with medias of the Network of the Profession Unions of ASI (SCMNPU);
  • The Secretariat of the Network of the Profession Unions of ASI is elected by the Congress of the Network of the Profession Unions of ASI;
  • the individuals performing the functions within the Secretariat of the Network of the Profession Unions of ASI can not perform the same function more then three times;
  • the individuals performing the functions within the Secretariat of the Network of the Profession Unions of ASI can not perform the same function more then two time consequently.

Article 53

Competence of the Secretariat of the Network of the Profession Unions of ASI:
  • SNPU is in charge of coordinating the work of the Profession Unions which form the Network of the Profession Unions of ASI;
  • SNPU consists of the individuals entitled to represent, as well as to account for the activity of the Network of the Profession Unions of ASI before the State;
  • assisted with the Profession Unions specially delegated to do so, SNPU is in charge of preparing and organizing of the Congress of the Network of the Profession Unions of ASI;
  • SNPU is in charge of composing and delivering the regular monthly reports on the activities of the Network of the Profession Unions of ASI to the Secretariat of ASI;
  • SNPU is in charge of sending the letters of support and solidarity to other organizations of the proletariat of the same profession when needed;
  • SNPU is in charge of making the decisions on the date, the place, the agenda and the number of the delegates attending the Congress of the Network of the Profession Unions;
  • TNPU is in charge of collecting the fee from the Profession Unions of ASI and all other handling with the money paid to the Network of the Profession Unions of ASI, as well as for distributing the money to the bodies and the organs of the Network of the Profession Unions of ASI at their request;
  • TNPU is in charge of distributing the money in accordance with the decisions of the Congress of the Network of the Profession Unions of ASI;
  • SCMNPU is in charge of issuing statements concerning the work of the Network of the Profession Unions of ASI;
  • SCMNPU is in charge of all other forms of the communication of the Network of the Profession Unions of ASI with the public (internet web-site, etc);
  • SCMNPU is entitled to appoint the internet-team to perform the duties in connection the activity of the organization on the internet.

The Secretariat of the District Group
Article 54

  • The Secretariat of the District Group is the organ of the Confederation which consists of two members of ASI;
  • The Secretariat of the District Group consists of: the Secretariat of the District Group (SDG) and the Treasurer of the District Group (TDG);
  • The Secretariat of the District Group is elected at the meetings of the District Group of ASI;

Article 55

Competence of the Secretariat of the District Group:
  • SDG is in charge of coordinating the work of the members of the District Group;
  • SDG is in charge of distributing the membership cards of ASI obtained from the Secretariat of the Regional Confederation of ASI to the members of the District Group;
  • SDG is in charge of composing and delivering the regular monthly reports on the activities of the District Group of ASI to the Secretariat of Regional Confederation of ASI;
  • SDG is in charge of issuing the statements concerning the work of the District Group of ASI;
  • SDG is in charge of contacting the members of the District Group at the request of the Secretariat of the Regional Confederation of ASI in the purpose of finding the delegates to be sent on various international meetings;
  • SDG is in charge of all other forms of the communication of the District Group with the public (internet web-site, etc.);
  • SDG consists of one individual entitled to represent and account for the activities of the District Group of ASI before the organs of the State;
  • TDG is in charge of collecting the fee from the members of the District Group as well as for all other handling with money paid to the Treasury of the District Group;
  • TDG is obliged to perform the distribution of the money in accordance with the decisions of the Congress of ASI, the Plenary Meeting of ASI, the Congress of the Regional Confederation of ASI and the meetings of the District Group.

The Congress of the Network of the Unions
Article 56

  • The Congress of the Network of the Unions of ASI is the organ of the Confederation where the decisions concerning the union practice of the Network of the Unions are made;
  • The Regular Congress of the Network of the Unions of ASI is held once every year;
  • The Extraordinary Regular Congress of the Network of the Unions of ASI is held on the request submitted to the Secretariat of the Network of the Unions of ASI by one third of the Enterprise Unions and/or the Profession Unions constituting the Network of the Unions;
  • the decision about the date, the place, the agenda and the number of the delegates of the Congress of the Network of the Unions Syndicates of ASI makes the Secretariat of the Network of the Unions of ASI with the assistance of the Enterprise Union or the Profession Unions delegated to organize the Congress of the Network of the Unions of ASI by the previous Congress of the Network of the Unions of ASI;
  • The Congress of the Network of the Unions of ASI consists of the delegates from all the Enterprise Unions and Profession Unions constituting the Network of the Unions;
  • each delegate disposes of only one vote in the course of the session of the Plenary Meeting of ASI.

Article 57

Competence of the Network of the Unions:
  • verifies the mandates of the delegates constituent of the Congress of the Network of the Unions of ASI;
  • makes the agenda of its work on the proposition of the Secretariat of the Network of the Unions of ASI;
  • establishes and elects the working bodies of the Congress of the Network of the Unions of ASI;
  • elects the Enterprise Union or the Profession Union to perform the function of the Secretariat of the Network of the Unions of ASI in the forthcoming period;
  • Elects the Enterprise or the Profession Union to organize the next Congress of the Network of the Unions of ASI;
  • establishes the amount of the fee of the Network of the Unions of ASI;
  • makes all other decisions concerning the Network of the Unions of ASI.

The Secretariat of the Network of Unions
Article 58

  • The Secretariat of the Network of the Unions of ASI is the organ of the Confederation which consists of the three or more than three members of ASI;
  • The Secretariat of the Network of the Unions constitutes: the Secretariat of the Network of the Unions (SNU), The Treasury of the Network of the Unions (TNU) and the Secretariat of the communication with the medias of the Network of the Unions (SCMNU);
  • The Secretariat of the Network of the Unions of ASI is elected by the Congress of the Network of the Unions of ASI;
  • the individuals performing the functions within the Secretariat of the Network of the Unions of ASI can not perform the same function more then three times;
  • the individuals performing the function within the Secretariat of the Network of the Unions of ASI can not perform the same function more than two time consequently.

Article 59

Competence of the Secretariat of the Network of the Unions:
  • SNU is in charge coordinating the work of the Enterprise and Profession Unions which form the Network of the Unions of ASI;
  • SNU consists of the individuals entitled to represent and to account for the activity of the Network of the Unions before the organs of the State (persecution);
  • SNU, with the assistance of the Enterprise or Profession Unions delegated for the job, is in charge of preparing and organizing the Congress of the Network of the Unions of ASI;
  • SNU is in charge of composing and delivering the monthly reports on the activities of the Network of the Unions to the Secretariat of ASI;
  • SNU is in charge of decision-making about the date, the place, the agenda and the number of the delegates attending the Congress of the Network of Unions of ASI;
  • TNU is in charge of collecting the fee from the Enterprise and Profession Unions forming the Network of the Unions of ASI and every other operation with money paid to the Network of Unions of ASI, as well as for distributing the money to the bodies and organs of the Network of Unions of ASI at their request;
  • TNU is in obliged to distribute the money in accordance with the decisions of the Congress of the Network of the Unions of ASI;
  • SCMNU is in charge of issuing the statements concerning the work of the Network of the Unions of ASI;
  • SCMNU is in charge of all other forms of the communication of the Network of the Unions with the public (internet web-site, etc.);
  • in accordance with the previous paragraph SCMNU is entitled to appoint the internet team to perform the duties in connection with the activity of the organization on the internet.

The Secretariat of the Enterprise Union
Article 60

  • The Secretariat of the Enterprise Union of ASI is the organ of the Confederation which consists of two or more then two members of ASI;
  • The Secretariat of the Enterprise Union of ASI consists of: the Secretariat of the Enterprise Union (SEU) and the Treasury of the Enterprise Union (TEU);
  • The Secretariat of Enterprise Union of ASI is elected on the meetings of the Enterprise Union of ASI.

Article 61

Competence of the Secretariat of the Enterprise Union:
  • SEU is in charge of coordinating the work of the members of the Enterprise Union;
  • SEU is in charge of distributing the membership cards of ASI obtained from the Secretariat of the Profession Union of ASI to the members of the Enterprise Union;
  • SEU is in charge of composing and delivering to the Secretariat of the Profession Union of ASI the regular monthly report on the activity of the Enterprise Union;
  • SEU is charge of contacting, on the request of the Professional Union, the members of the Enterprise Union for the purpose of finding the delegates to be sent on various international meetings;
  • SEU is in charge of issuing the statements on the work of the Enterprise Union of ASI;
  • SEU is in charge of all other forms of the communication of the Enterprise Union with the public (internet web-site, etc.);
  • SEU consists of the individuals entitled to represent and account for the activity of the Enterprise Union of ASI before the organs of State;
  • TEU is in charge of collecting the fee from the members of the Enterprise Union and every other handling with the money paid to the Treasury of the Enterprise Union;
  • TEU is obliged to perform the distribution of the money in accordance with the decisions of the Congress of ASI, the Plenary Meeting of ASI, the Congress of the Regional Confederation of ASI, the Congress of the Local Group of ASI, the Congress and the Plenary Meeting of the Profession Union of ASI as well as the meetings of the Enterprise Union.
