VII Structures of ASI


The Enterprise Union
Article 62

  • The Enterprise Union is the basic cell of ASI, it is the elementary collective that engenders the tissue of our organization;
  • The Enterprise Union gathers all the employed in one place, disregarding of their branch;
  • The Enterprise Union forms within itself, if necessary, the special section that gather and serve to organize and coordinate the work of the members of the union on particular sector of the working place;
  • The Enterprise Union is completely autonomous in its activity and is the only one responsible for making of the decisions concerning its activity;
  • The Enterprise Union holds its meetings attended by all the members of the union of one working place at least once per month and deals with the election of the Secretariat of the Enterprise Union;
  • every meeting of the Enterprise Union has the status of the Congress of the Enterprise Union and is entitled to make all decisions and propositions concerning the global organization;
  • The Enterprise Union is formed at working place if there are at least three individuals interested in creating it.

Article 63

The Profession Union (without formed Enterprise Unions)
  • The Profession Union, at the Local Group, is formed in the case of the impossibility of forming the Enterprise Union within one profession (branch);
  • The Profession Union is formed at the Local Group if there are at least five individuals from the same profession interested in creating it;
  • every meeting of the Profession Union has a status of the Congress of the Profession Union and is entitled to make all decisions and propositions concerning the global organization;
  • it is possible to form three Profession Unions of the same profession at one Local Group.

The Local Group (without formed Unions)
Article 64

  • The Local Group is formed in the case of impossibility of forming the Profession Unions;
  • The Local Group is formed if there are at least three individuals interested in it;
  • It is possible to form at most three Local Groups in one place;
  • every meeting of the Local Group has a status of the Congress of the Local Group and is entitled to make all decisions and propositions concerning the global organization;
  • within the organization the Local Group has a status identical to that of a Profession Union.

The District Group
Article 65

  • if there are at lest three individuals interested in formation of the District Group in the district (several neighboring villages) the District Group is formed;
  • The District Group has an obligation to work on the dissemination of the anarcho-syndicalist propaganda in the places where the members of the District Group are living and to work to create, in its respective environments, the Local Groups of ASI;
  • Every meeting of the District Group has a status of the Congress of the District Group and is entitled to make all decisions and propositions concerning the global organization;
  • within the organization the District Group has a status identical to that of a Profession Union.

The Network of the Profession Unions
Article 66

  • The Network of the Profession Unions is the coordinating body gathering and coordinating the work of all Profession Unions of ASI within the same profession.

The Network of Unions
Article 67

  • The Network of Unions is the coordinating body gathering and coordinating the work of all Enterprise and Profession Unions of ASI which deem to share the interest in the mutual bonding into the network of the Unions.

Internal Bulletin «The Owl»
Article 68

  • «The Owl» is the internal bulletin of ASI;
  • «The Owl» is printed every fifteenth of the month and consists of: the complete communication and the reports of the Secretariat of ASI about its activities (including the full survey of the finances of the organization), the reports on the work of the Regional Confederations of ASI, the Local and District Groups, the Enterprise and Profession Unions, the Networks of the of Profession Unions and the Network of Unions, the report on the confident of ASI, report on «The Solidarity» Committee (both concerning the work and the financial management of the organization); the information possibly of use to the members and the minutes taken on the occasion of the Plenary Meetings and the Congresses of all structures of ASI;
  • Every structure of ASI is obliged to submit at least one copy of «The Owl» to their members.

«The Solidarity» Committee
Article 69

  • «The Solidarity» Committee is the body dealing with providing all sorts of protection and financial backup to the members of ASI when in trouble;
  • «The Solidarity» Committee affords legal and every other protection to the members of ASI, as well as the financial and every other help during the strikes;
  • besides being formed at the Enterprise/Profession Union, «The Solidarity» Committee is formed at the Local Group and the Regional Confederation;
  • the means for the work of «The Solidarity» Committee come from the donations and the treasury of the structure at which the committee is operating;
  • the means paid to the transfer account of «The Solidarity» Committee amount to the one third of the fee on the expense of the respective structure.

The Expert Club
Article 70

  • The Expert Clubs are advisory structures of ASI gathering the members of the Local Groups interested in deepening and broadening of knowledge in the particular fields which are subjects of the activity of the clubs;
  • The Expert Clubs can mutually coordinate their efforts on the way that they find the most suitable, certainly without colliding with the principles of the functioning of ASI.

The Council of Education
Article 71

  • The Council of Education is body formed on the Congress of ASI, charged with organizing, both according to the decisions of the Congress and to its own initiative, all forms of the education of the members ranging from historical-ideological to practical-union courses and schools, as well as for printing and acquiring the literature for successful maintenance of such activities;
  • The Council of Education consists of at least three members of ASI.

The Center for Libertarian Studies (CLS)
Article 72

  • The functioning of the CLS is defined by the special Statute of its own;
  • The Center for Libertarian Studies (CLS) is an publish and research body of ASI. CLS is in charge of publishing the propaganda, educational and all other material useful to our organization and the class in the whole, as well as every other help aimed at creating the scientific papers in the fields of the libertarian history, theory and practice;
  • CLS is, also, the official archive of ASI, and, therefore, at least one copy of every document of all structure of ASI, as well as the minutes of the Plenary Meetings and the Congresses of all structure of ASI must be submitted to the archive of CLS;
  • The Program Council of CLS consists of seven individuals. Four members of this Council shall be delegated by Local Group delegated to perform the task on the Congress of ASI, remaining three members shall be the individuals having displayed the interest and the competence in sufficient extent to be involved in the work of the program council: those individuals shall be elected on the part of the previous composition of the Program Council.

The Editorial Collective of «The Direct Action»
Article 73

  • The Editorial Collective of «The Direct Action» (DA) is in charge of creating and publishing the bulletin of the propaganda of ASI named «The Direct Action»;
  • The Editorial Collective consists of three, or more than three individuals delegated on the part of the Local Group assuming that responsibility on the Congress of ASI.

The Confident of ASI
Article 74

The Confident of ASI is a person charged on the part of the General Secretariat of ASI or the Regional Secretariat of ASI for the propagation of ideas of anarcho-syndicalism in its environment where the structures of the organization can not be generated, as well as for supplying the monthly report to the General Secretariat of ASI or the Regional Secretariat of ASI about the economic and political situation in its environment.
